Is it because the subsidies from US and EU governments insufficient? Or is it because the two mega fabs and $200 billion multi years investment do not make sense at this moment?

Intel is waiting for chips act to pass. It was supposed to pass buy Christmas but has not yet and it’ll be Christmas in just over a week.

Yes, it can explain the delay for announcing a new US fab location. But it should not Impact Europe site selection unless Intel is using one to push the other one.

On the other hand, TSMC already started their Phoenix fab construction well ahead of passing the CHIPS act. Isn't that strange?

That's one really impressive construction. It's going lightning fast, even in comparison to Taiwanese fabs. It's certainly not a 20k WPM site, much bigger one. Potentially 100k+

Thinking that the subsidy process is faster in Europe than in US is not knowing the realities of the EU Commission-Member States relationship ....
